Can I extend my study permit without going to Canada

I applied for a two years degree but I receive my stamped passport with very limited visa. I used old passport during my visa application. Although I requested to update my new passport info to the IRCC, they still stamped my new passport with visa valid until the expiry of old passport. Now my college has deferred my course citing no seat availability. I will have 3 months left on my visa when I land in Canada. I don’t have a study permit since I’ve never gone past immigration. Can I apply for extension of study permit from outside of Canada? What is the best thing to do in this situation?

Can't be extended from outside Canada. With the short time on your visa might have to try to get it amended or reapply once you get a new LOA.
