You can send it if it says so in the email sent to you after you have registered with WES for documents requirements.

At times, WES gives both options of sending it either directly by university or you send them after getting attested and in a university sealed envelop.

However, there are certain cases wherein WES has mentioned that Documents need to be sent directly by University -> this mostly depends on country where your uni is based.
