Masters Degree will show progression not 8months Diploma for Bachelor Degree holder. If you choose to go that route, then that is new application, new application fee.

Is it mandatory that i have to apply for Masters or I can apply for post graduate diplomas as well?

Its totally up to you how you want to move forward after first refusal. I'm just giving you a way to overcome academic progression which was pointed out by the VO
