I Just got the work permit letter and confirmation of the endorsement of Canada. My question is should I apply work permit application and permanent residence application at the same time?
A. If the work permit was done first, I will move to Candana for work and continues to process the PR that I was applied for in my country.
B. If PR was done first >>> that is best
[update] I change my question that makes it easier for us to understand. My IELTS certificate will be expired on this July, And I just got the WP and endorsement letter of Canada for PR application. The reason I want to apply for PR at the same time because I would like to save time and apply for documents before my IELTS got expired. So, my idea that I apply for work permit and PR in my country but I guest that WP will be done first then I will fly to Canada and continue to finish for PR. Does anyone have the same case could share the experience?

In thoery, applying for PR does not disqualifies one from applying for WP. Its called doctrine of dual intent and it is a thing in Canadian Immigration system. Practically, its a little bit risky.

Well, to begin with you need to fill two sets of forms. One for WP and one for PR. If there are discrepancies, it can be troublesome. Secondly, depending upon who is processing, your WP may be rejected and recourse you have is a legal review by a court in Canada. That is expensive even if you are not on fault.
