Can I apply for my immigration as inland Spousal from Quebec but I got rejected for CSQ in 2018 in Skilled worker category.

Hi all,

I am curious if I can apply for my immigration as inland Spousal application from Quebec ?The concern is I got rejected for CSQ in 2018 in Skilled worker category because of my course from Cegep does not meet the government requirements. Currently, I am on work-permit. Now, I got married recently and my spouse is PR in Canada. We are living in Montreal. I am worried if I can proceed with inland spouse application in Quebec or I have to apply it from any other province?

Any kind of feedback will be really appreciated.
