My IELTS Band Score is L6-R6.5-W6-S6 overall 6
I am graduate in Computer Science.
Want to do PGD in canada.

Should I apply for Offer letter???

Oh man, you should be above 6.5 Bands, Can you apply for IELTS again and just try to be above 6 in each module and try scoring overall 6.5 bands and above.
Rest if you want to take chance, you can take one. But I have seen mostly visa refusal after graduation for bands less than 6.5.

There are some colleges offering admissions for overall band 6 with no module less than 5.5 for pgd courses
so you can opt them.
visa will be approved as you satisfies the requirements mentioned by the college authorities.
