The custodian already signed and notarized on Custodian declaration form (imm5646)

Can he /she can sign on the form IMM5709 (SP EXTENDED FORM) for minor applicant ?

Also, Minor was rejected online application (sp renewal), which would be better to reapply (online or paper)?
