hi frds my visa status was inprocess for past 20 days....just nw i got the messg as Passport has been dispatched through Courier vide Airway Bill #: on . Incase of Hold Passport: Your Passport has been held on Request at OC Delhi OC. can any one say me wat does this exactly mean? does it mean my visa is selected or rejected???

No. There is no expedited processing.

Unfortunately there isn't. You can still send the webform, but there's no guarantee that your spouse's application will be fast-tracked, or that he will be granted the SOWP at all.
