Can an employer apply for LMO without formal employment contract?

Does an employer need to provide a copy of the formal employment contract (ie, wages, benefits, etc.) agreed upon with their prospective employee or is not necessary and could be submitted later after the approval of LMO ?

No, the employer has to outline wages to obtain LMO.

What if the employer agrees to mention everything that is required but not on a letter head. But agrees to attach his/her business card.
