Can an Aussie working holiday visa be extended while waiting for Residency

So my boyfriend has an Aussie working holiday visa and will expire on Feb 20 2015. This is his second 2 year working visa in a row so he can't apply for another one due to the new rules (as far as I know). His application for residency was received Sept 09, 2014. He applied inland, or from within Canada. I am wondering if he can apply for and extension on his current visa since he is waiting to hear back about being accepted to the first stage so he has implied status. (Do you get implied status when the spouse- me, has been accepted as a sponsor?)
He didn't send in that extra form for an extension because the call center lady we talked to said it didn't matter - which sucks cause from reading other posts in here it looks like that's what we should have done but can't send it in separately.
Another issue is the employer he works for (a ski hill) don't give out LMO's and on the extend your work visa form it says you need one.
Any ideas or are we totally screwed?

1. There are no "new"rules for Australians, as long as they are under 30 they can apply an unlimited time for IEC visas. http://www.canadainternational.gc.ca/australia-australie/experience_canada_experience/FAQ.aspx?lang=eng#aus-1
2. Hate to tell you it was silly to "in Canada" spousal with a processing time of about 22 months, whereas if he applied out of Canada (as he was admitted to Canada for 1 year, he could have selected Ottawa as the processing office) the processing time on average would be 16 months or 11 months if through Sydney Australia.
3. Assuming he is under 30 he applies for a new IEC within 12 weeks of the present expiring.
I would strongly recommend to cancel your current inland application, and re-apply with an OUTLAND app. Either through CPC-Ottawa or Sydney visa office, his outland app could be completely done in 10 months or so.
Meanwhile with Inland you are waiting 14 months just for stage 1, and another 8 months for stage 2... all of during which it's advised not to leave Canada.

So I now have sent them an email to withdrawal the application of the inland app. And am now wondering can I send in an outland application while I am waiting for approval of the cancellation of the inland app? Also he applied for another IEC working holiday visa and is on the waiting list.
