Hi, I have contacted the IRCC using the “outside Canada” line and did manage to talk to an agent. However, when I said I am from Hong Kong, the agent told me that I should contact my home visa office directly for matter relating to my student permit application using the Webform. Now my question is, since I applied my study permit through online system (non-SDS) and did not seek help from any visa office, how do I know which visa office should I contact?
According to the agent, since I am residing in Hong Kong, my visa office should be Hong Kong. Is that the case? If so, does it mean that the IRCC telephone line provided is entirely for application enquiry in Canada only?

All applications other than SDS stream will be sent to the local embassy/high commission. There seems to be only one Consulate General in Hong Kon, so that's where your application would go. Online System means that you don't need to mail the documents to your local visa office. Only SDS applications post April 30th are sent to Canada (I'm not sure if it does, but that's the best guess I have).
