From what i read on here yes. Lots of people get their card but the photo still says in review even after they receive the card. So I wouldnt worry too much about that.

Most likely some sort of a system update that happens every night. There goes another way of people to identify if anything happened on their files. Its like IRCC is trolling applicants at this point. No visibility into the process and you cant even figure it out anymore.

on your family PR tracker or your gc key account, it has a last updated field. this is usually when your file// account was last updated by IRCC. People have used this date to see if/ when your file was last touched/ updated by someone, even though you may not see any actual changes.
