My brother got study visa rejection in 2013 and two times rejection on my convocation tourist visa. Can somebody tell me how can I apply his caips notes and which one means study visa or tourist visa caips note @kaur96 please?

Thankyou @Wages . But do know which one should I have to apply as he got 3 rejections, one for study and other two are for tourist as I applied on my college convocation ceremony?
 
Apply for all three if possible to effectively make changes to your new application.
