Is it raining PPRs though? I saw a lot of decisions on youtube in which refusals are in big numbers too, even for people with 2 months old BVL [India specific]

I sometimes think there is also some other problem behind these refusals somewhere else.Let us hope the remaining among us gets a positive final decision for September 2021 intake.
Also,IRCC,as an organization,is in serious crisis from within which might have also a limited role something with these decisions rather than the applicants themselves.
IRCC employees have long struggled with the issue of their own monthly salaries since the introduction of 'Phoenix Pay System' in year 2011 under Prime Minister Stephen Harper.
Only back in October 2020,the 'Public Service Alliance of Canada',the employees' union which represents majority of IRCC employees,negotiated an agreement with 'Treasury Board of Canada' regarding their salaries.
The issue of salaries under 'Phoenix Pay System' was so serious that employees either did not get paid on time, got paid in half or in installments.I hope it has improved after October 2020.
Including IRCC,the 'Phoenix Pay System' affected all other government of Canada departments
Moreover, IRCC has a very small annual budget in comparison to other government departments and also limited number of staff when compared to the number of applications they receive from all over the world.
