The processing times posted on the IRCC website are only estimates.... and it wouldn't apply to your case. Replies to CSEs could take even 30 days.

The only advice: Please be patient. Getting stressed out will not help. The visa office will reply

Hi, just wanted to share that I received reply from CIC as I sent Case Specific enquiry and they replied saying that my mom's application was cancelled due to some tech reasons and there is a new Application number for her. But when I login to her account I only see old application number.. Does anyone has any idea how I can access her new application number?

Do check the applicant details and application number that you're entering
