If you apply IMMEDIATELY with an OUTLAND application, there is a very good chance he could have app approved and full PR status in around 8 months, so around Jan-Feb 2018. During the processing time he can come to Canada as a visitor.
If you come to Canada in September then submit an INLAND app, it takes around 4 months for the OWP to arrive so he wouldn't even get that until around Jan 2018. Then would have to wait longer to get PR app approved, and will be a risk in leaving Canada until approved.
Of course timing can be quicker or slower either way.
Yes, but implied status is only good if you stay inside Canada. This is why it's a risk to leave Canada with an inland app in process, if you're denied entry the app is cancelled.
Implied status should be of no concern to a visa-exempt applicant, as it's usually quite easy to extend visitor status as needed.

just hoping to pass something by you guys, it's totally keeping me up.
So, We booked our tickets today to Canada- a one way ticket. when entering they will ask how many days we plan on visiting ... what shall we say?
Our idea was that we enter and since he is allowed 6months as a german to visit Canada, in this time he would be a temporary resident and we have an address as we are staying at our family. We plan on submitting his application immediately upon arrival, for the OWP and PR application.. and then should this take longer than the normal 6month allowance he would have then implied status.
Is this the right process? I'm so sorry, my mind is just spinning! I want to make sure my husband can enter!
What do we tell them at the boarder when entering?
