Keeping BOWP aside for the moment, if a person is not eligible for eTA and must need a visa to enter to Canada, i wonder what do they need along BOWP approval document.
I assume BOWP is a sheet of paper that authorize holder to work in Canada similar to wp. Does it grant entry to Canada or holder must have visa printed on passport?
