BOWP Refused - Need Urgent HELP

Hello,
I would like to share my incident with you guys, I applied for BOWP back in April 15, 2108. got a response on June 06,2018 they refused my application on the ground that I DID NOT provide PNC Certificate which make me ineligible for BOWP.

However, I did submit my PNC + AOR in letter of explanation so I called CIC and agent looked into my application and confirmed that I did provide all the documents she, forward my case for reconsideration and advised me to re-apply as my permit expires June 08,2018. Now that I reapplied BOWP and first one is already under consideration what are the chances of approval.??

And I got an update email for that refused application on June 07, 2018 but nothing changed in the account, What does this mean??

This is a strange situation. Clearly, CIC made a mistake. How did it end? Did you get BOWP or PPR?
