I am in a tight situation. I am trying to apply for a BOWP. My current PGWP expires this week. I was hoping to receive an ITA in the last draw but I am a few points short.
I was thinking of applying for BOWP without the AOR and then submit the AOR as soon as I apply for PR.
Has anyone submitted a paper BOWP application lately? Would the application not be returned if there is no AOR attached?
Or should I apply online for the BOWP knowing there is less chance of the application being returned if it's not complete?

Applying for a BOWP when you don't even have ITA yet is very risky and has a high chance of resulting in refusal and putting you out of status in Canada.
