I have a birth certificate, written in my native language.
I phoned my embassy and was advised to bring in the certificate so they can translate it for me.
I am going to ask them to provide me a affidavit. Would that be ok?
I am including my birth certificate, which was translated by a judicially appointed interpreter. If you are including a translation and an affidavit, I think it should be more than enough. One big thing for me was to have a visible seal affixed. For your, I would assume that they would affix an official embassy stamp, and provided you get an affidavit, good to go.. Just be aware of the following:

Does this mean a copy of high school certificate stating all 3 informations mentioned above should be accepted by CIC for CEC PR application. My husband doesn't have a birth certificate and getting it from India is going to take long time.

WE DO ACCEPT SECONDARY SCHOOL RECORDS THAT CONTAIN THE FOLLOWING:
**Secondary school records are high school (each country having different parameters though), but make note that they must have all of the following on them. As stated by CIC, if you cannot provide one that has all requested information included, you may need to enclose an affidavit.
1) APPLICANT'S NAME
2) DATE OF BIRTH
3) NAME OF PARENT/PARENTS
IF YOU ARE NOT ABLE TO PROVIDE A BIRTH CERTIFICATE WITH ALL 3 CRITERIA, WE REQUIRE AN AFFIDAVIT STATING ALL OF THIS INFORMATION OR THAT A BIRTH CERTIFICATE CANNOT BE ATTAINED.
(1) Submit a Birth Certificate if you have one. OR
(2) Submit school record (Marks sheet / Certificate) which has your full name, Date of Birth and your parent's (father, mother or both) name.
(3) In case you do not have any of these or your BC / school record does not meet the above criteria, submit an affidavit to evidence your date of brith.
Certificate of Date of Birth issued by Consulate is not accepted by CIC as evidence of Date of Birth because it merely certifies whatever is present on your passport.
