I am an American citizen who applied for a common law sponsorship and I just received an email asking to pay for biometrics. I'm a little confused because I thought american citizens were exempt from biometrics, does anyone know why they're asking for biometrics when when on their website it says americans are exempt from biometrics?

alright, I was just confused because the to says "you dont need to give biometrics" when I say I'm applying for pr but then it says what you said right under, and then if I say I'm applying for a card it says I only need to give biometrics if I was under 14 as well as some other exceptions, just a little confusing

It is a bit confusing, and partly because new rules came in effect since 2018. So it seems like they added this after the changes as an exception.
In IRCC language that means US citizens don't need to give biometrics for temporary status (work visa, study visa, visit visa, etc.). But they need to give biometrics for permanent status.

It is confusing and it cuold be fixed by structuring the flow of questions differently - if applying for PR, cut to answer, you need biometrics - rather than an 'exception' as a footnote.
