I have following questions:
1. Does any member know of visa rejection without IRCC even sending Biometric Instruction Letter.
2. Any idea about biometric that in what stage of application review by Visa officer is it checked.
3. The 30 day limit for biometric is after application submission or after receiving BIL.
I will appreciate, If any member can answer these above queries.
Biometrics Instruction Letters are usually sent within 24-48 hours of applying for a TRV. The visa office won't even start processing the application until biometrics are received.

At any point in time after the visa office gets the biometrics from the VAC.
Biometrics are digital data which makes checks (for criminal activities, violations, immigration frauds, etc) very easy and fast to carry out.

I have applied for my TRV online on 1st September 2017 from Canada but I stay in UAE and a Bangladeshi citizen. I got my biometric payment letter after 27 days and paid on the same day and emailed the officer and also linked the receipt online on CIC account. After that didnt hear anything back from them. I want to know why the biometric was requested so late plus when can I expect to get biometric letter itself to give my fingerprints. And approximately after how long do they usually give their final decision after submitting the fingerprint. I am so worried it is taking very long .

Considering the average processing time for a Bangladeshi citizen is 34 days and we are only at 29 you should have nothing to worry about it is not taking long. Plus processing does not start until they receive your bio-metrics so again its well under average time frames. Also remember average processing times are just a estimate it can take much longer depending on the situation.

I am a Bangladeshi citizen but I was born and stay in UAE so i think UAE processing days will be considered. My point is is it normal to get biometric payment letter after 27 days? And after paying also didnt receive the biometric request letter yet.

Normally, you would have been prompted to pay the biometrics when you submitted your application online. And, the BIL is received between 24-48 hours. We have come across cases where some applicants received BILs after a few weeks (after emailing the visa office).
I suggest you email the Abu Dhabu visa office to inquire about the BIL

When we applied online they said biometrics is not required now but we will message you once it is required so thats y we didnt pay for that. They sent the payment biometric letter and we have paid and sent them an email with the receipt plus linked it to the online account. Still after 48 hours also didnt hear anything back so thought of waiting until tomorrow as it was weekend in Abu Dhabi if still they dont send then maybe we will email them.
