I applied for a study permit (Had full financial assistantship from the Univerisity of Toronto) and I received my biometric correspondence letter today but no decision. Is it true that if these two don't come together, it means I have been rejected? Please let me know. Thanks!

Biometrics is a required step in applying for a visa. People can get a refusal if they don't submit this.
