If application paper received by CIC is incomplete but met the deadline before the cut off date, and then returned by CIC to the applicant, will it still be under the old law orthe new law will be applied for returned or incomplete application?

I am still waiting for the hardcopy of my celpip report,should I submit my application now and just forward my report paper after? I ahave. A college diploma, should i just include that as proof of my language proficiency? I got a CLB 10 but i don not have the report yet, what should i do.

Folks do u think all these 3 phrases means that after being Canadian we have to live in Canada for ever 6 months ? In a year if we claim taxes or healthcare ?

If u don't claim we can just live anywhere in the world right

It's the other way around. If you don't file your taxes in Canada you will have to live somewhere else in the world. And just so you know, FOREVER in Canada lasts longer than 6 months.

You don't need the hardcopy right now. If I were you, I would print out all the possible info from your college website regarding your studies and send your application asap.

No. All you have to do is declare your intent to continue to reside in Canada. Just like how people who come to Canada via PNP is supposed to stay in the province that the program applies to. And we all know how that usually works about.

Peterperez, in simple words when you come to Canada to live in this country, to have a family, have a job, credit card payments, 370K debt in mortgage, car, drink beer (inc. imported brands), eat lots of stakes and burgers, pay taxes, go to 5 star Caribbean resort for one week to blow all of your annual savings, serve jury when call, then you have nothing to worry,you will continue proud Canadian tradition.

No offence here but, You should have taken the CELPIP test way earlier! Instead of taking it in the final minutes!!
A CELPIP test report is valid for 2 years!! So it would be good if people take it around 3-6 months in advance of the application.

yes, I agree. So, worst case scenario, if I mail my paper tomorrow thru fed ex, with my college diploma and transcript of record as language proof, and then cic return it to me for lack of documents. I understand they will not refund the fee, but which fee, is it the whole $630 or the $100?

They will give you 2 options to choose from. Full refund or resubmitting complete application.
