A college diploma, should i just include that as proof of my language proficiency? Folks do u think all these 3 phrases means that after being Canadian we have to live in Canada for ever 6 months ? In a year if we claim taxes or healthcare ?

It's the other way around. If you don't file your taxes in Canada you will have to live somewhere else in the world. You don't need the hardcopy right now. No. All you have to do is 
declare your intent to continue to reside in Canada. Just like how people who come to Canada via PNP is supposed to stay in the province that the program applies to. No offence here but, You should have taken the CELPIP test way earlier! Instead of taking it in the final minutes!!
A CELPIP test report is valid for 2 years!! yes, I agree. So, worst case scenario, if I mail my paper tomorrow thru fed ex, with my college diploma and transcript of record as language proof, and then cic return it to me for lack of documents.
