If you apply before bill C-6 is made effective, your application will be determined based on the prevalent laws, i.e. bill C-24.

Coming Into Force


27 (1) Subsections 1(1), (3) and (7) and section 8 come into force on a day to be fixed by order of the Governor in Council.
(2) Subsections 1(2) and (4) come into force on a day to be fixed by order of the Governor in Council.
(3) Subsections 1(6), (9) and (10) and section 13 come into force on a day to be fixed by order of the Governor in Council.
(4) Sections 11 and 12 come into force on a day to be fixed by order of the Governor in Council.

It only becomes law when it gets Royal Assent. I becomes effective when the Governor-in-council makes it so.

Wait for the Royal Assent, and after that everyone will know the date when new rules of residency i.e. 3/5 come into force.

We will have enough information on CIC website in simple non-legal English too!

Probably at a Royal Assent ceremony next week. But rest assured: When this bill receives Royal Assent will have zero influence on when the new regulations come into force.

The only thing the Royal Assent date is relevant for is for the intend to reside clause. But I am certain that no one will prosecute you due to intend to reside from now until next week
