No, they didn't JUST decide that. They decided on Thursday that they will have the vote at 5:30. It was in the order paper SINCE THURSDAY that the vote will happen at 5:30. So of course the vote will happen at 5:30. Why are people surprised/devastated/frustrated by that? It literally has been saying 5:30pm for the last four days.
They haven't just decided to push it to 5:30, it's the result of the standing vote of the sub-amendment introduced last thursday, it was originally scheduled at 5:30 friday but then they accepted that debate resume Tuesday instead to stop the filibustering from the Cons. On 5:30 they will have the standing vote for the sub-amendment that was rejected on oral vote then anything could happen but it seems like Senators know that there will be a vote on Senator McCoy's amendment, like off the record agreement with Cons.
