My wife received the Biometric Instruction Letter today. However, we have not received an AOR or an SA. The letter has an application number that starts with an F. Can I consider this an implied AOR?
One more thing: my wife previously applied for a visitor extension and did biometrics two months ago. Does she need to do it again? If not, how do we inform IRCC that she already did that?

Sometimes IRCC send BIL before AOR, seen a few cases. You could be getting AOR in a couple of days as far as I have seen on this forum. And for the biometrics , you do have to provide a new one for your spousal application. IRCC used to accept previously taken biometrics but changed this in June.
