Note: you can sponsor one relative regardless of age or relationship only if you do not have a living spouse or common-law partner, conjugal partner, a son or daughter, parent, grandparent, sibling, uncle, aunt, nephew or niece who could be sponsored as a member of the family class, and you do not have any relative who is a Canadian citizen or a permanent resident or registered as an Indian under the Indian Act.

Also, I don't know where you got the figure of having $15000 i his bank account from. According to the LICO (low income cutoff) figures found here (page 71), he would need to make $63174 per annum to sponsor seven people.

Suggest you read: http://www.albertacanada.com/immigration/immigrate/familystreamfaqs.html re the Alberta Family Stream. As for the OP he/she should read the instructions that changed on 19/09/09 where the applicant (not the sponsor) has to show (in his case) $22,000. There are also changes regarding work experience.
