If a child is born in Canada to a visitor/alien what benefits does the child receive can the child get a Social Insurance Number and Child Benefits

The child will have canadian citizenship and can qualify for SIN. The child benefits are only given to parents of child that is residing in Canada. Parents will not get any child benefits if they reside outside Canada. They have to file income tax to qualify for child benefits.
