-If the Canadian Parent is not willing to pass on the Canadian Citizenship to the child born outside of Canada. Can such child born outside Canada get the Citizenship automatically without the consent of Canadian Father?
-At what age the Child can become a Canadian Citizen if he is born to Canadian Father?
-Can such Child sponsor his mother in Canada?
-Is there anyway one can report to CIC that the Canadian father is not willing to pass on the citizenship and if they receive any such Application, they should refuse it straight away, can that be done?

It will be easier if you get the cooperation of the father in the process, because CIC will ask for:
•Proof that one or both of your natural parents were Canadian citizens when you were born i.e. your parent’s provincial or territorial birth certificate, naturalization certificate or Canadian citizenship certificate
which is faster obtained from the father himself. Just my 2 cents'.

The father can deny to CIC that he is the natural birth father of the child, should CIC contact him.
CIC can then take that denial at its face value, or, I have heard stories, that CIC can be ordered to request for the father & child to undergo a DNA test to determine 100% the parentage.
This will take a lengthier time, and of course, will cost you money, especially if you will need a hire a lawyer to fight it out with the father's denial.

PMM, did you mean 'putative' not 'punitive' (although the behaviour of the (putative) father here might be punitive as well if he's denying being the Dad!!)
