Is it still possible to order case specific enquiry if the application is still in the "normal" processing time ?   I spoke with Call agents and they told me that case specific enquiry is pretty much the same as ATIP (not sure I can trust them on that). 
Also can anyone explain how can I request face-to-face appointment with local office, i would like to hear from them how they justify this delay.

Here are few things you need to consider, 
1) Did you clearly meet the eligibility criteria ie had required number of physical days presence in Canada when applied for Citizenship. 
2) Major cause for delay is shortage of number of physical days when applied or frequent overseas travel. Secondly, if you RCMP and other clearance / renewal is awaited.
3) Have you requested ATIP so far, that would tell you if you had enough physical days at the time of application.

I guess it isn't possible..., at least I never heard about that and the only fact known to me is that MP can talk to them via their line. (by the way ,many of them (MPs) changed since elections ). Case enquiry is just a way to send your request with concerns to cic. I am not sure if the response will be that detailed as ATIP, yet it's one the possible ways to communicate. Each case Interview question is different  best policy is to study your file and order ATIP report to see why they call for interview , if there is any  issue with your file then do your homework and and honestly   thats the best way

The interview questions are normal questions, such as your date of birth, country of birth when did you first come to Canada, how many kids you have, what are their names, what's your previous and current address, your educational background, your nature of work and family etc.
Trust me, these are very basic questions, the CIC officer try to verify if the details on your applications matches with what you answers now and assess your language skills, very simple and mostly general questions. Nothing complicated or difficult questions at all.
Dont worry about the interview, its as easy chat as you meet someone first time, relaxed and casual manner.....
