I applied 20 months ago. It is a BC PNP in-land paper based PR application, NOC 2173. The only reason why I could not apply via EE at that time was my IELTS score. I got 6.0, but required minimum for me was 6.5. I thought I would get my PR in 1.5 years, but I still have not got it and it seems it will take more months. So I am thinking to choose EE, because I am able to get IELTS 6.5-7.0 now, and I have local work experience of 2+ years.

You can’t apply pnp again as you have to withdraw current application and then again file another application. I would recommend you to wait another 2-3 months more as your process is almost over. There is no guaranteed time for any application. Also these days express entry takes around 8-9 months or maybe more.

My score w/o a job offer is 435, and 485 w/ a job offer, 1085 w/ provincial nomination. I am currently employed, and I do not know it is equal to a job offer (with assumption I have IELTS 6.5-7.0 -- I need to re-take IELTS since my old score is stale).
Foot-dragging with my current PR application frustrates me and my wife a lot.

Yes you can try again but you cannot apply with your old nomination. You have to resubmit another application and they will access your file again and then provide you nomination. For express entry you can apply anytime if you qualify. Cut off scores are really high this month and also you have to mention your spouse as accompanig in your express entry profile
