Background verification

On the application tracker site mine shows
Eligibility: Not started
Medical : Not Started
Background verification: in progress
Biometrics: in progress

I thought Background verification was the last process. Has anyone gotten than on an inland spousal sponsorship?

I think it's not uncommon for them to put Background verification "in progress" right from the start of your application being received/acknowledged (maybe because they know it will take a while, who knows?!). Mine was like that anyway. Everything else completed - medical, biometrics, spouse eligibility - just the background check stuck there as "in progress" and "Eligibility" not even started in my case,
