Dear All,
I have applied Canadian student visa in 2000 but i got refusal. Should I mention this in my application form because as per background/declaration forum,been refused rufugee status; an immigrant or permanent resident visa or visitor or temporary visa to canada or other country need to mention. please suggest

Yes, you were refused a Study Permit which is a visitor, with permission to study.

Student visa is a temporary resident visa, so you would need to mention it on your application.
it is already passed more than ten years. Should I mention and if i mention then there is any negative consequence for FSW application as I got refusal.
Yes, you do have to disclose about the refusal even though it was some time back. As there are plenty of applicants every year and many of them get rejected due to many reasons. Two years back my friend's application was also rejected and two months back he got his immigration papers cleared with a help of an eminent immigration law firm in Canada ,Green and Speigel.
