Background complete then stuck?

Hi,

All 4 steps (Biometric, Medical, Eligibility and background) have been set as completed since March 13 in the PR Tracker, and after that nothing.
When I look at other people's timeline, it seems like everyone gets some pr portal invite email within just a few days.
Has anyone else had this wait after everything is completed?

Timeline:

Common-law QC inland (online)
- Submitted application, October 6, 2022
- AOR, October 12th, 2022
- Medical Request, October 12th, 2022
- Medical tests passed, October 31st, 2022
- Eligibility completed, November 3rd, 2022
- Pre-arrival services letter, November 4th, 2022
- CSQ request letter, November 4th, 2022
- CSQ request letter sent, December 23rd, 2022
- MIFI AOR, December 29th, 2022
- CSQ received, January 23rd, 2023
- Background check complete, March 13, 2023
- Ghost update, "GCKey", April 17, 2023
- Ghost update, Tracker, April 19, 2023

Hoping and also worried about it because of this strike we don't know how long it will take. It has been already 11 months since we submitted the file.

My background went directly from not started to completed, so don't have any answer how long it took.

Hi there! We applied for Conjugal Partner sponsorship last May 2022.

My Eligibility started on Oct. 13, 2022 and completed in April 4, 2023.
Background verification started on April 19. I checked the PR tracker last April 26th and my Eligibility was once again updated to "in process" together with the Background Verification. I just checked the tracker again and the Background verification was completed last April 27th.

Has anyone else encountered this? I'm very worried..

I am in the same position since 14th April. All green on PR tracker but no portal invite or COPR.
I assume the delay is because of the strike

Just in case someone has this issue in the future:

I called IRCC, apparently the tracker is wrong, and my background is not completed yet...

Hello Henrik, how did you get hold of an ircc agent? I called many times, but all my attemps were useless.

you just have to try until it works, some days I call 20+ times until I give up, this time it worked on the second try

Same as you inland common law in QC, all completed since December, but at the phone they told me they have 2 background checks ‍
I will just wait, don’t want to waste more time trying to call them

Since December? when did you apply?
Seems like I have to wait for a really long time then...
I wonder why it seems to take so much longer for all Quebec while I see others from January this year already getting their PR

Our timelines are so similar. I also received CSQ in January and my PR tracker shows everything as complete but haven't received ANY news since.
