If you mean the PCC, it must be less than 3 months from the date of issue when the application package is *officially* received by CIC. That's not the date the courier/post say they delivered it... It might be a few days later.
Paperclips and staples and such are not suggested, as they take the application apart when they receive it. I organized mine into the relevant sections and forms (and actually stapled things which I am sure annoyed some clerk over at CIC as they ripped them out ).
Also of note, when sending the application, make sure you are able to track it so you can see when it was received (requiring a signature helped in my case sending it from within Canada because I could see when it was received and by whom). And, it took a while to receive notification that they received my application (almost 4 weeks), but when they did notify me, it had the same day that the post office said it was delivered.
Hey out of curiosity do you receive any other communication from CIC after they approve your sponsor? Mine just still says application received for the past 3 months. I know it takes a while but I just imagine it getting lost under a pile of papers or something...
Also they won't need another background or medical check if they take longer to finish processing the application will they?

After the e-mail saying sponsorship approved, we (my wife and I) did not hear a thing until they asked for a copy of her passport 5 months later (actually they first asked for some other documentation that they lost but then they found it a few days later and then just needed the passport copy). The lack of communication can be frustrating and is probably one of the hardest things to deal with.
They normally don't ask for another medical/background check unless the application takes abnormally long.
