I looked at the IRCC website and saw that the average outland spousal sponsorship processing time is around 12 months. In reality though, is this actually followed? Or is usually shorter or longer?

Before covid about eighty percent were done in less than 12 months. They seem to be getting closer to that target now after COVID resulted in longer delays.
"Average" is not sufficiently accurate a concept to answer. Also meaningless wihtout knowing whether the application is 'typical.'

Thanks! And yes, I was referring to typical applications submitted with complete documentation and the principal applicant not having any unusual issues like visa denials, court cases, etc.
