Canada Post does not work on weekends... And remember that September 19th was a National day of mourning in Canada meaning Canada Post was closed as well. So I would say yes, it's normal. Most businesses assumed the postal delay is about 10 business days.

I am still awaiting the citizenship ceremony, currently marked as "Not Started" as of today (Sep 23, 2022). I just called IRCC (1-888-242-2100) and they told me everything is OK and I should soon receive a notification from the Scarborough office inviting me to the ceremony. Do you think I should contact the Scarborough office directly at this email address: RCC.DNSCRCitizenshipCeremony-CeremonieCitoyenneteSCRRN.IRCC@cic.gc.ca ?

I'm considering withdrawing my application and just renewing PR. Stuck on all stages approved since end of June. Scarborough office. I have emailed them directly and also my MP has got in touch with IRCC and they all say the same thing that it's in queue for the ceremony.
Life is on hold and can't make any plans because of this.
