Does anyone know the requirements to apply for passport in person? I heard you can only have in person an appointment if you have a flight in 25 days or less otherwise only mail option is available. Is that right?

Correct, you need to have proof of travel within 25 days in order to get a in person appointment. They will validate the proof when you go for the appointment.

Some websites do and others don't, Air Canada & Expedia for example doesn’t. But whereas some other carriers might ask for PP info. I had this same dilemma when I was travelling, however I am flying Swoop and they didn’t ask for PP info.
They only ask for Name as it appears on the passport and date of birth to make a reservation. The documents will be verified at the time of checkin, doesnt matter whether u filled them online or not.
This whole thing is silly. They say we recommend not to finalize any travel plans before you get your passport, yet, they ask for a proof of travel for in-person appointment. They should just drop this requirement and give everyone the option for in-person applications by appointment. Even the appointment part should be dropped now the cases in hospitals are low. But for some reason federal services follow health measures when they have negative effect on the process, and they don't follow the health measures relaxation. Puzzling Cinemas, Malls, Stadiums, restaurants, bars ... etc are now all open, but not federal services

UP = Urgent Processing. Yes in my case it was 100% my MP who proactively engaged between me and the IRCC officer, and then later forwarded my UP application to IRCC.
