Depends on the individual document checklist. CV isn't a mandatory document to be submitted during the initial application, but an officer can ask for it as an additional document request, at their discretion. If they are asking for a document, then yes, the application is being looked at by someone.

Decided to call IRCC today, as I haven't contacted them since my AOR. Got the following info:

Eligibility: In progress
Criminality: In progress
Security: Not Started

I'll check in with them again in a month, assuming my application hasn't been approved by then, or I order GCMS notes. Whichever comes first.

I can confirm that CIO Sydney is the slowest VO in the World for sure. I have passed Eligilility October 6. Since then , no more update.
BTW, may I know your timeline.
