This year august applicants are really much much slower than last year's...
I really hope they pick up the processing come November. ...
something must have changed in IRCC to put a pause / extreme slowdown on PR applications

yes, that is correct. I know for a fact it takes at least 4 months. Hopefully, by nov end we hear something.
