Just a question, when you get an ADR, does that mean background check and eligibility is done?

Hello everyone, I am an outland applicant. Applied for PR in June 2024 and just today (after almost 9 months), I received the following email without any application/reference number. What does this email mean? Is it AOR? Please advice me on the next steps.

Endorsement applied 2024 August 30
Approval 2024 October 20
PR applied 2024 November 27
AOR & Bill January 27

No contact since then.
I received AOR for Bio payment and paid, but no contact since then.
??Is it normal for Biometric emails to be this late??

Any update for people who applied in month of July,2024 ??? How long it will take them to give PAL ? In addition they are keep increasing the processing time.

They have a very small quota and are really trying to focus on certain NOCs.
