Asylum seeker can apply for skilled worker visa

Hello Forum,

My sister is Asylum seeker in Canada. She has very good professional background and is skilled worker. Can she apply for skilled worker's visa on parallel basis?


She had 1 week visa went to Canada and stayed there. She is journalist and was attacked in her country. So she is in search of protected status, but can she apply for skilled workers visa as well?
