Can I include my disabled brother as my dependent, whom I care for and am responsible for? My parents are elderly and can no longer care for him due to old age.

My brother is 24 years old and has a mental retardation of 2 years, he is like a baby, he has a severe disability. My parents can no longer take care of him because of their old age, my brother is almost alone and depends on me otherwise he will be abandoned. If he does not apply through this route, what other alternative can I choose or in the future?

No. Your parents are alive. Being his caregiver doesn’t make him your dependant. If he was under 18 and orphaned then may be possible. Make plans for his care in his home country.

There is no sponsorship program for him unless you are selected to sponsor your parents through the lottery. It is called the PGP program. Then you can include your brother. The program has not been open since 2020 and only a few thousand are selected each year. You need to meet LICO for the number of people in your family as PR for at least the next 3 years.
He could come as a visitor (if approved) which will be difficult because he needs to show funds, ties to return and travel history. As a visitor, he has not access to health care of social services and can stay up to 6 months.
Honestly you need to get a plan in place for him with full time caregivers in his country. Canada is not an option for him.

Canada has no sibling sponsorship program unfortunately and as others have said, you unfortunately cannot include your brother in your own PR application or in a work permit application.
Your options would be:
1) Once you are a PR, meet the income requirements to sponsor your parents for PR for three years in a row, and are selected through the PGP sponsorship lottery, apply to sponsor your parents for PR and include your brother as a dependent in the application.
2) Once you are a PR and both of your parents are deceased, you can apply to sponsor your brother for PR assuming you are single / have no children and also have no other family members in Canada. Processing for this application will take 2-3 years. ***Unfortunately this option will not be possible for you since you are married.
You need to reevaluate whether immigration is a good idea if you care for your brother full-time. Getting selected to apply for PGP could take 10+ years at this point and no guarantee that your parents would be approved given your brother’s potential medical needs. Would add that it is extremely difficult to live off of one income in Canada and there is minimal support programs for disabled children over 21 so you would be his 24/7 caregiver and it would be very difficult to work given your caregiving role.
Also just to note that for PGP sponsorship, your brother and parents must all pass the medical and show that not a burden on Canadian healthcare system.
Even if it is possible, your brother needs to pass medicals. But as to what other comments said, no, it's not possible to add your brother as a dependent.

The chance of getting your brother in Canada is really slim.
If being with him and taking care of him is important, then you need to re-think about moving to Canada.
