Easier is a very vague term.
EE is best if your CRS score is above 470.
Arrima without VJO chances of getting an invite are very less.
Peq only if you are inland - student or worker. With new rules things have become quite tough.
As to french speaker - if you hold tef/TCF B2 level it helps both in Arrima and EE to increase your score. In Peq you aren't eligible without french B2 level - criteria you can check on MIFI website.
