The marriage will be held in July 2009. And the spouse sponsorship application will be submitted in August 2009. The marriage is going to be arranged (a common practice in Asia) and the couple has not many contacts before marriage. So they will not have many email communications or phone records to be subbmited with the application.
However, they will be able to submit photos, plane ticket copies of spouse's visit to home country for marriage purpose, photos that they hanged out together after marriage, photos that both family members have interactions, and proof that they did not delay after marriage to file their case to CIC.
Will these be enough for a Parmanent Residence (PR) to sponsor his spouse?
as you said its common practice in the Asia that is why visa officers are locally hired who can understand our traditions and costumes better way, there will be no problem as long as visa officer not suspect something which will rise questions in the mind of visa officer,i think it will be okay and support evidences are good.

It is not common in the Asia as you said (unless people are from the very very far country side).
I am sure CPC will question this marriage if not provided with sufficient evidence
Dont underestimate CIC,They are used to arranged marraiges,They will ask questions regarding ads posted looking for a wife or husbands,list of rejected potential husbands or wives,Marraige Broker,Photos of Ceremony,Bride price or dowry etc.Be ready to document the Arranged Marraige
