I live in Libya and i am an English Professor that means i fall under the 4121 NOC group
now i want to immigrate to Canada under federal skilled worker, the question is if i happen to find arranged employment does it have to fall under this NOC group number 4121 so i can get arranged employment points
or can i find something else even like a college instructor witch falls under the 4131 NOC group and still get the points??
second question is if i find arranged employment do i have to get a LMO or AEO and get the job approved by the HRSDC as in does the employer have to do all these things?? because it scares them off lol
and do i have to get a work permit??

It doesn't matter whether the AEO is for 4121 or 4131 but if you have sufficient points, you don't need an AEO. Yes the employer is the one required to do the advertising and applying for an LMO or AEO.
LMOs are for work permits. You intention to apply for PR. I suggest you go back and read the instructions again. http://www.cic.gc.ca/english/information/applications/skilled.asp
As much as I checked there is no advertisment requirement for AEO, contrary to LMO, according to

Do you have any info about what is going on in Service Canada in New Brunswick, that applications for AEO has got stuck there since Jan 2010?
