Yeah it almost seems that way. Hard to understand from a logistics point of view, but thanks to this forum, it convinced me to change from online submission to paper submission before I applied. I would assume that at some point, just like with Express Entry, all applications will go online. Perhaps they are trying to clear the paper backlog in anticipation of this change that might be upcoming?

yes as they clear out the paper backlog they are creating an online backlog as well. Some people have already reapplied on paper as well creating more work for the IRCC staff. They would also be entertaining more phone calls, emails, atip/gcms requests and MP inquiries from Online applicants who are wondering what's happening to their application. This flood of inquiries would make they slow the processing speed making applicants to make even more inquiries. Or they could do a First In First out approach and process both paper and online applicants at the same time so they can clear the 2019 to 2021 backlogs and return to normal processing time for ALL applicants. IRCC make no sense most times

So far no one seems to have received AOR for sending a paper application after an online application. Looks like they are ignoring the paper application once they see you already have an online application in progress. You can try it out for yourself if you like but there’s no actual procedure for it.
Just wait and see. Webforms will slow down your application, use them only if you have serious problem which is not the case here. If you already received the AOR, you are on the safe side.
