They are doing the last application first? Why?? Shouldn't it be first come first serve

Is it true that the ones who submitted their Biometrics got their application approved faster than the ones who are Bio-exempt?? All the ones who are bio-exempt have their criminality in-progress and it is causing this delay (at least for me).
