This is, unfortunately, an incorrect information. If you lived a total of 183 days or more outside Canada in a single Country in the last 4 years then you should choose "yes" and provide PCC from that Country. This is irrespective of your PR date. Actually, that's my case as well. I got my PR in 2015 and haven't moved out of Canada since then and still provided PCC from the country I was living in before landing in Canada.
So if I landed in Canada on 28 May, 2015 and never left Canada, then before submitting my application I should get Police Certificate from Pakistan dated 28 May, 2015 covering all previous year I have lived there? or a Police certificate with the current date like 28 May, 2018.
I also have kids now age 17, 15, 11. The form says "You are required to provide a police certificate for each country where your child was present for a total of 183 days or more while the child was 14 years of age or older during the four (4) years immediately before the date of your child’s application" I am wondering, should I get the police certificate for both of my kids that are now 17 and 15 years old?
It's confusing. I appreciate if someone who already applied in this situation and gets through can help me.

Timing suggests the second, but there have been some posts in the forum where the second application seems to magically kick start the first application.
